Affordable Apartments in Carroll Gardens – Apply Now

A new lottery is now open for affordable apartments in Carroll Gardens, just a short walk from the Gowanus Canal. This eight-story building was recently completed as part of the Gowanus rezoning plan.

Called The Carroll, the building was built at 33 4th Street, where an old two-story industrial structure previously stood. It has 82 apartments and plenty of perks, including a gym, dog park, rooftop terrace, and more.

Lottery and Rent Details

The lottery includes 23 rent-stabilized, income-restricted units, with 18 considered truly affordable. These units are aimed at households of one to five people earning between $38,400 and $105,000 a year (40–60% of Area Median Income).

Affordable apartment prices:

  • Studios: $978–$1,521 per month
  • One-bedrooms: $1,040–$1,622 per month
  • Two-bedrooms: $1,930 per month

The other five are aimed at higher income households earning between $122,229 and $227,500 annually (up to 130 percent AMI). The monthly rents for these units are $3,243, for studios, $3,661 for one-bedroom, and $4,376 for two-bedrooms.

Market-Rate Apartments and Leasing

Market-rate apartments started leasing in July. Current listings on StreetEasy range from $3,900 for a one-bedroom and $6,230 for a two-bedroom.

The building, which was designed by IMC Architecture and built by developer Shimon Hoffman, features a dog washing station, bike storage, a gym, a business room, a children’s play area, outdoor spaces and a rooftop terrace. 

Certain facilities such as the gym, rooftop, lounge, and shared laundry room, come at an extra cost. Residents are allowed two pets per apartment, but there are breed and weight restrictions.

Rent includes hot water, but tenants pay for electricity, heat and use of the stove. The building is smoke-free.

Apartments come with dishwashers, high-end appliances, and air conditioning. Some of the units provide washers and dryers available for an additional $75. 

Market-rate units feature floor-to-ceiling windows, light wood cabinets, and the walls in the kitchen. The bathrooms are white with modern tile work.

Building Design and History

The building’s exterior stands out. The center section, faced in red-brown stone, echoes the neighborhood’s classic brownstones. 

Two beige side sections have tall rectangular windows. Glass balconies divide the sections, giving the building a modern, boxy look.

Before this project, the site held a two-story industrial building. A demolition permit was approved in March 2024. GH Management LLC has owned the property since 2001. 

Before the 2021 Gowanus rezoning, developers bought many low-rise commercial and industrial buildings. Since then, new residential projects have started taking shape.

Because of the rezoning, the building is required to include affordable units under the Mandatory Inclusionary Housing program. It is also expected to get the 421-a tax break.

The Carroll lottery closes on October 28. Interested applicants can apply through New York City’s Housing Connect website.
